Dr. Trish Holliday, SPHR, SHRM-SCP
Assistant Commissioner and Chief Learning Officer
Dr. Trish Holliday is Assistant Commissioner and Chief Learning Officer of the State of Tennessee. Dr. Holliday’s commitment to public service and her passion for helping professionals reach their greatest potential is rooted in her experience as a certified facilitator, adult educator and executive coach, and her early years in full-time ministry as a missionary in Tennessee Appalachia.
She provides state appointing authorities with executive coaching in workforce planning and leadership development. Trish drives the overall curriculum focus and development of all statewide leadership programs. Her passion and talent for developing successful leaders and purpose-driven individuals are reflected in these nationally recognized programs. As a successful change agent, facilitator and storyteller, she is often asked by state leaders to undertake complex problem solving opportunities by bringing people together and helping them discover innovative solutions and develop the leaders needed to execute. Trish is an active member in international, national, state and local organizations. In addition, she serves on various boards at the local and national level. Trish earned her Doctorate of Education with an emphasis in Learning Organizations and Strategic Change from Lipscomb University in December, 2015. Doc Holliday is driven by a passion to help leaders develop strategies to create learning organizations and implement effective change initiatives.
Bob Higgins is President and Chief Executive Officer for Barge, Waggoner, Sumner and Cannon, Inc., and has been with the firm since 1996 when he started as an intern following graduation from the School of Engineering at Vanderbilt University with a degree in Civil Engineering. Higgins is a licensed Professional Engineer.
Since becoming President and CEO in 2009, Higgins has led the firm through a successful re-organization into core business units and has directed the development and implementation of key technical, project management, and leadership programs. He has collaborated with Lipscomb University to create the BWSC Leadership Institute, a customized training program for current and future leaders of the firm.
Higgins sits on the board for the American Council of Engineering Companies, Nashville Chapter. From 2013-2016, Higgins served on Vanderbilt University’s Engineering Alumni Council and School of Engineering (VUSE) Board of Visitors. While on the VUSE Board, Higgins helped establish a civil engineering scholarship that is funded through BWSC matching employee contributions which will lead to a $100,000 endowment and continually grow. He is a member of the National and Tennessee Society of Professional Engineers (TSPE) as well as the American Society of Civil Engineers. In 2014, the Tennessee Society of Professional Engineers (TSPE) recognized him as the Nashville Chapter Engineer of the Year. In 2014, Higgins helped establish a new Leadership Professional Engineer (PE) program statewide for mid-level engineers to learn more about leadership aspects of engineering.
He is heavily involved in the Nashville and Middle Tennessee community. He sits on the board for the Downtown Partnership and Nashville Area Chamber of Commerce, where he currently serves as Chair of the Governance Committee and is a member of the Executive Committee. Higgins also serves on the board of directors for the Nelson Andrews Leadership Center. He is a graduate of Leadership Tennessee (Class of 2015), Leadership Nashville (Class of 2012, Program Co-Chair 2013), Leadership Franklin (TN, Class of 2010), and Leadership Franklin (KY, Class of 2006). Higgins serves on the Saint Thomas Health Foundation Board of Directors.
Higgins served in the United States Air Force 5th Mobile Combat Communications Group (1987-1991) with Desert Shield/Storm deployment for seven months. He was responsible for maintaining theatre of operations communications relative to weather maps, target maps, maintenance circuits and all communications at his particular air base. In 2015, The Nashville Business Journal recognized him as an 2014 Veterans Award Winner for his military service and impact on Nashville’s business community.
